About Brion G. Wise
Brion G. Wise is a private investor and has over 40 years of experience in the oil and gas industry. Mr. Wise founded Western Gas Resources, Inc. in 1971 and served the company in various executive and board positions until its sale to Anadarko Petroleum Corp. in 2006 for $5.3 billion. Mr. Wise has been a significant investor in and supporter of all three Outrigger companies.

Proven Success
Our team has many decades of experience constructing and operating midstream facilities and possesses a strong mix of engineering, operational, commercial, and financial expertise. Our extensive knowledge of the midstream business enables us to design and implement timely, innovative and cost-effective solutions for our customers. From 2013 – 2017, Outrigger Energy I developed midstream assets in the Delaware and Midland Basins in Texas and the Powder River Basin in Wyoming. In 2017, Outrigger successfully sold its Permian Basin assets to Targa Resources and its Powder River Basin assets to Tallgrass Energy Partners, resulting in an excellent outcome for its customers and investors.
Outrigger Energy II was formed in 2017 and constructed midstream systems in the DJ Basin in Colorado and the Williston Basin in North Dakota. Outrigger sold its DJ Basin system to Summit Midstream Partners, LP in December 2022. In February 2025, Outrigger sold its Williston Basin assets to Hiland Partners Holdings LLC, a wholly owned subsidiary of Kinder Morgan, Inc.
Outrigger’s management team has successfully built and managed over $5 billion in midstream investments with five companies.
Technical Competence
Outrigger’s technical staff delivers complete process design services using detailed, multi-phase, nodal analysis for gathering systems and rigorous modeling simulation of processing facilities. All of this is accomplished in-house, allowing Outrigger to provide facility designs that are unparalleled in performance and efficiency which achieve low fuel rates and high NGL product recoveries. Our staff has successfully designed, installed, commissioned and operated numerous natural gas, crude oil, and water gathering systems, compression facilities, large-scale cryogenic processing facilities and natural gas treating facilities. Our engineering team directly manages all construction projects which allows Outrigger to control and effectively execute projects from initial right-of-way acquisition to final start up and commissioning. Outrigger’s extensive background in product marketing and disposition includes decades of experience in all major producing basins. Outrigger maintains a fundamental understanding of pipeline capacities and other infrastructure available to move products to market. Outrigger’s team has experience moving natural gas in over fifty natural gas interstate and intrastate pipelines as well as moving crude and liquids products by pipeline and truck throughout the Midwest, the Rocky Mountain states and Texas.
